The project, “Learnings from Tsunami” is an attempt to understand and analyze efforts undertaken by several stakeholders including governments, international aid agencies, donor agencies, individuals and communities in response to tsunami, a disaster, which affected eight countries, thousands of people and animals, destroying entire villages, and wreaking havoc in an already depleting and degrading environment.
The objective of the LfT Project was to create a toolkit comprising a Learnings Document, an Analytical Report and Guidelines for the various stakeholders who work in any post-disaster situation. Documentation of best practice case-studies from four countries – India , Indonesia , Sri Lanka and Maldives – was the foundation for the creation of all these documents in the following areas
Within these, cross-cutting issues like education, age, gender, infrastructure, logistics, volunteers and staff were also included. Case-studies of experiences from areas outside the tsunami-affected region as well as experiences which were not success stories were incorporated.
CEE India , with its extensive network and working experience across the region, was the overall coordinating agency for LfT. Within CEE India , the SAYEN platform was the key tool to operate this project because of its presence in three of the countries ( India , Sri Lanka and Maldives ).For each country, there was a Country Coordinating Agency (CCA) which had the responsibility to oversee the documentation within the tsunami affected districts. The CCAs for each country were decided as follows:
Country Country Coordinating Agency
India Centre for Environment Education, India
IndonesiaKPBB
Sri Lanka Centre for Environment Education, Sri Lanka
MaldivesBlue Peace
This project was supported by Oxfam America , which has been working on disaster management as well as preparedness efforts in the region. Given Oxfam's focus and expertise in disaster management, individuals from Oxfam were also involved as subject experts in certain project processes, especially in preparation of the analytical summary and the tool kit.
Based on the inputs from youth during their study, a set of three publications were developed as “Lessons from the Asian Tsunami- 2004”. These are:
